Ministry of Health National Center for Tuberculosis and Leprosy Control (CENAT)
The National Center for Tuberculosis and Leprosy Control (CENAT), as the Principal Recipient (PR-CENAT) for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)-Round 7 for the TB grant, is the legal entry under the Ministry of Health in Cambodia.
In order to manage the grant effectively with accountability and transparency as required by the Global Fund, PR-CENAT is seeking one qualified and experienced Candidates to fill the fulltime position of Chief of Monitoring and Evaluation (M&E) for PR-CENAT base in Phnom Penh as described below:
Under supervision and support from PR Senior Management, Chief of M&E performs the following functions:
In-charge with overall supervision of the M&E team and of all M&E activities carried out under the GFATM grants, including delegation of responsibilities among different M&E officers; provides regular updates on all M&E information; organizes regular M&E team meetings and drafts minutes for submission to the PR Senior Management;
Ensure proper problem solving and decision making regarding resolution of any M&E issues and bottlenecks; in consultation with PR Senior Management, as needed;
Oversee appropriate grant implementation, according to agreed work plans and performance framework (PF) approved by GFATM/PR, according to agreed timeline, in compliance with GFATM M&E requirements, M&E Guidelines and SR Management Manual to ensure that SRs achieve the intended results;
In coordination with the PR’s Finance and Procurement Units, ensures that appropriate SRs assessment and management in the area of program M&E are properly performed;
Ensure appropriate development and compilation of the PF for relevant GFATM Program Grant Agreement, as required for further review by the TB Technical Working Group, and the CCC before their submission to the GFATM;
Ensure in-depth review of all Quarterly/Semester reports received from the all SRs to assess their completeness, timeliness and technical accuracy; provides constructive feedback, as required;
Ensure timely preparation of the PR’s Semester Report and any other reportsas required by the GFATM, for the official submission to GFATM (through LFA);
Organize and facilitate the orientation and refresher training for the SRs on all aspects of GFATM’s M&E requirements, M&E guidelines and SR Management Manual, as needed;
Participate and prepare minutes of all Key TB technical meetings, as required;
Ensure proper professional communication, liaison and coordination with the SRs, LFA, CCC-OC and other partner organization involved in GFATM grant implementation process;
Oversee the management of the PR’s M&E database and ensure all M&E files (soft copies and hard copies of key documents) are securely maintained.
Perform other tasks assigned by the PR Senior Management.
Medical Doctor, preferably Master of Public Health or equivalent;
At least five year experience in monitoring and evaluation within the health sector; experienced with GFATM TB grant is an advantage;
Fluency in English and excellent computer skills (MS Word, Excel, Access, statistical software, Power Point, etc).
Willing to travel within the country.
