Position Summary

IREX seeks a Chief of Party to lead an anticipated USAID-funded program to strengthen Cambodia’s civil society and media sectors. The program will focus on civil society organizational development, coalition-building and advocacy; the enabling environment for freedom of expression and media capacity building; and civic education and citizen engagement in public affairs. The Chief of Party will provide overall strategic vision and management for the program, with responsibility for ensuring all objectives are met.
The position is contingent on funding.
Duties & Responsibilities

Provide leadership, vision and direction for the implementation of all program components to ensure that objectives and targets are achieved
Provide overall programmatic, budget and administrative management
Supply direct technical assistance in areas of expertise
Manage effective monitoring, evaluation and reporting of program activities
Interact regularly with civil society and media groups, opinion leaders, government officials, members of the international community and other program stakeholders
Develop and maintain effective collaborations with program partners and serve as principal liaison with USAID
Manage and develop staff and maintain close communication with IREX headquarters teams
Oversee financial and administrative management of the program, ensuring budget discipline
Represent IREX and support its organizational development


Master’s degree in international development, public administration, management, political science, communications and/or another relevant field is preferred
7-10 years of experience in promotion of civil society capacity development, media sector strengthening, citizen participation and/or related fields
7-10 years of experience in leading professional and administrative staff for USAID or other donor-funded programs
Previous work experience in Cambodia or Southeast Asia is strongly preferred
Expertise in designing and conducting long-term civil society and media development programs and in delivering technical assistance and capacity building as a trainer or advisor
Expertise in the areas of organizational capacity development, independent media, and/or civic engagement in post-conflict environments
Demonstrated success in maintaining excellent collaborations with donor representatives and partner civil society organizations, and ability to establish productive relationships with government officials, opinion leaders and media at national and local levels
Demonstrated ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas in a multi-cultural environment, including helping vulnerable populations
Successful record of management and development of staff and oversight of budgeting and grant-making
Excellent communications skills, including ability to make public presentations and write and speak authoritatively
Fluency in English is required; knowledge of Khmer preferred
